Both NIE letter and approval mail from consulate required for F1 to H1 conversion?

I’m planning to travel to India from US for my F1 to H1B stamping. Do I need to carry NIE letter from employer as well as approval from respective consulates before I travel?

It is not needed before travel. However you can apply in advance to save some time.
