It varies from university to university. Best option is to work with admission counselors of the university you are applying to.

Best is very relative, you need to first identify what you are interested in and then pick schools. Some look at US news University rankings and some look at other rankings and research publications for rating schools. Bottomline, there is no gold standard, it is very relative, you need to find what is relevant for you and pick schools based on that.
