back to US for 2nd master in US, no previous OPT, can I apply for OPT?

so my question is: I got a 1st master from 2005-2007, then left US without applying for OPT, if I come back and study a 2nd master, can I apply for OPT if I want to work in the profession related to the 2nd master?

Also, I am curious is Business Intelligence and Analysis considered an area where you can apply for OPT extension?

As you have not taken any OPT yet for MS, you should be eligible for OPT w/ your 2nd Masters.
