Applying B2 visa for mother

Hello,

I am applying visitor Visa for my mother, due to some reasons i can’t apply it to my father.
Do i need to submit any declaration from my father stating reasons for not applying visa ? Is it safe
to submit one ? Any help is greatly appreciated .

No, there is no such requirement as such. You don’t have to do anything. Just apply for your mother’s visitor visa. It is your choice and US visa officer will not question that.
