Apply H1b if graduation is complete by 20th April

My graduation is going to complete by 20th April 16 and I have checked with my DSO to give proper documentation saying that I am going to complete by 20th April.

So is there any chance to apply H1b in masters quota ? that hold some documents and provide justification when it is in RFE?

Please give me your valuable suggestions.

AFAIK you should have already graduated by the time application is filed, in order to qualify for Masters cap.
