Apply for OPT - Not used in First Masters - Second masters?

I have applied for OPT after my Masters in 2018. Later I got a receipt about my OPT and then before I even got my OPT card I transfered my Sevis ID to other university to start my Ph.D. So, I was told that I will not be getting any OPT as I transferred my SEVIS ID and later I got a mail from USCIS saying the same. I have a question now, what if I plan on getting other masters from my new university and graduate. Will I be eligible to apply for OPT at master’s level again as I did not even get my OPT card earlier?

yes, as long as you have NOT used all of your OPT, you can get it. If you have used 2 months, then you would get it for 10 months. Read OPT for Second Masters

Its not about using. I did not even get my OPT in the first place. But later I got a letter saying as I have transferred my SEVIS ID from masters level to ph.d. level the OPT is denied at this time. So, if I graduate again with masters, do I surely have a chance to get the OPT?

Yes, you should get OPT.
You need to talk to your current DSO and need his support and recommendation.
