Apply for NEW B1/B2 for my mother-in-law

I am living in USA (H1b visa) with my wife (H4). I am planning to apply for a new B1/B2 visa for my mother-in-law.
Could you please confirm whether USCIS has started giving NEW B1/B2 visa.

if not, could you please confirm whether I can apply for Emergency appointment using a recommendation letter from my wife’s doctor’s office.

I think B1/B2 is only available via emergency appointment.

You will first need to book an appointment to request expedite. Below is the message it will show you when you try to book an appointment.

Appointment slots in October 2022 and later are just place holder appointments that will enable you to submit an expedited appointment request. We will cancel these place holder appointments at a later date. Please only book these appointment slots if you have a genuine emergency and be sure to request your expedited appointment as soon as possible after scheduling this placeholder appointment.
