Am I eligible to convert my masters quota H1B file to regular quota?

Hi All,

I had applied for H1B for 2014 fiscal year in masters quota,due to my college issues I had no hopes in getting my H1b get approved and I got RFE on college issues. But Is there any chance now for me to ask USCIS that consider my case as regular quota while answering that RFE. Is there any hope?Please suggest me on this.

No, that will not work. You made through the cap in AD quota and may not have been selected in the general quota lottery (better chances of making through in AD quota).

So USCIS will not allow this switch now unless a new petition is filed under RQ, which is not possible as the cap has exhausted.
