am i eligible for H1b Cap exemption?if i got H1B in 2005 and not used.

i got H1B accepted and visa granted in Dec 2005 and expired already. and i never came and work in USA.now if any employer want to apply for H1B in 2014, can i come into the H1B cap exemption(i.e not come into the H1B lottery system).
