After a Revoked H1B from USCIS, am I still cap exempted?

Hi,

I got a one year H1B in 2010 till Dec 30. In Oct 2010 i filed for an extension and got it till Oct 2013. I had to leave for India for personal reasons. I was not granted visa in the interview and after 6 months my new petition [till Oct 2013] was revoked by H1B.

Am I cap exempted. If yes, what is the process to get back to US again?

Your petition was revoked by USCIS after the visa denial? If yes, then it cannot be used for cap-exempt purpose in my opinion.
