Advanced degree exemption cap-are online MS from CA univ. eligible?

I have done an online Masters of science degree from California State university. I was not eligible for F1 or OPT. I am on H4 visa.
Am I eligible for advanced degree exemption cap (20,000) for fiscal year 2014?
When can i apply for my H1B?
