With passport from Nepal.Can I travel with my spouse on H4 from India?

I have married with Indian citizen person. So, my husband is a citizen of India and have valid H1B visa for USA.

But I have valid passport, issued by Nepal government, from Nepal.

Can I eligible for dependent Visa? Can I travel with my husband on dependent Visa from India?

Yes you can travel from India… Do you have all documents stating that you will be citizen of India. if not you need to get it from India foriegn affairs ministry. Then you need apply for indian passport (optional ). Strong documentaion is necessary,
