Will my H4 to H1b fall under Masters Cap, if I have a MS from USA?

Hi,

I have a Masters degree from USA and am currently on H4. I am thiking of filing for H1b. This will be my first application.

Will my application come under Master cap/Quota? Most of the consultants say my application will fall under general (lottery) category as I am currently on H4 and not on F1.
