When to apply for H1-B visa while on OPT?

Hello,

I am currently working on OPT and my work permit expires on 29th Feb 2016. Do I apply for H1B by April 1st on 2015? I know that USCIS begins reviewing applications on April 1st but can I apply before that date?

ANS: USCIS doesnt REVIEW from 1st April. USCIS ACCEPTS the petitions from 1st April every year. In other words, if they receive any applicaiton before that date… they reject it from the door itself
