Valid H1B - NIE eligibility

Hello all,
I have a valid H1 B visa and am currently in the US.

I lost my father on May 14th and could not travel then. I am planning to travel to India in the last week of July.

Can you pls suggest the steps to request for NIE? Can I initiate and get NIE approval before I leave for India? Pointers are highly appreciated.
