I have question if my VISA is valid from OCT 1st same as Petition Start Date. Can i travel on 24th Sept?

Yes checked with multiple fourms and Confirm with Counsolour you are allowed before 10 days of petition start date.

i.e. If your petion start date is 1 OCT then you can enter in the country after 20th Sept.
