Study on H4 in the US in the same state?

I (H4) am currently staying with my husband (H1) in Illinois state. It’s been 1.5yrs for my husband & 4mnths for me in Illinois. I m planning to pursue MS. Applying in University of Illinois, Chicago.

I heard that if you are residing in the same state as your university, it is good to study on H4 visa. Is this true?

If I keep my visa as H4 during 1st year & then change to F1 (to avail CPT/OPT benefits), will that be a gud plan? Or shud I change it to F1 in the beginning as it won't make much difference?

What points I should keep in mind?

The Office of International Services at UIC will be help and advice, they are on Ashland Street, I think. Ask about tuition costs on H-4 versus F-1 and ease of transition to CPT / OPT. You have the right to correct answers as you will be paying them per semester.
