Status on DOS - Your application was refused

Your application was refused. Please see the letter or other instructions you received at the interview. What will be the next steps? will my employer get NOIR or will it get completly rejected, can my employer file another visa with CAP exempted?

Hi,

I have the same problem as you. is refused same as denial?

Because 221 is referred as refused. so I am wondering whether refused mean my case is closed once for all?
