Revocation notice was sent - H1B

Last year I have got H1 Visa approved with employer A, still not yet stamped. Recently, my employer A sent revocation to USCIS. And my USCIS case status shows “Revocation notice was sent”. Now I’m no longer with employer A.

Can I do H1B transfer to employer B? Am I eligible for Cap-exempt?
