Question on "prior visa" for H1B interview waiver

While booking for H-1B visa appointment on USTravelDocs website, there is a question regarding the annotation on prior visa.

Was your prior visa annotated “Clearance Received” or “Department Authorization”?

I am applying for a new H-1B visa and I have an F-1 visa. There is no annotation on the F-1 visa. However, before F-1, I was on H-4 visa from 2017-2018. And on the H-4 visa, there is “Clearance Received” annotation.

I am trying to figure out if I should answer YES/NO to the question above. I have asked USTravelDocs and my employer and they refused to provide any guidance. I need help in understanding whether “prior visa” means any past US visa or the most recent one.

The question says prior visa meaning the most recently issued visa.

Is this question about the previous H1B stamping?

Because I received a “Clearance Received” annotation on my F1 visa more than 10 years ago.

Should I answer “Yes” to the question?

No need unless that was your last issued visa.
