Passport reissue and additon of spouse's name

Guys, could some one please answer this question?

I plan to apply for reissue of my passport in July to BLS in San Francisco. At the same time I will be requesting my wife's name be included in my passport. My wife is currently in India. 




	Can I include a copy of her passport notarized in India (by an Indian notary)?
	 

	If not, can I still apply for getting my passport reissued (without requesting her name be added)?
	 


I am trying to contact BLS by email and phone. No response.

Simple rule for adding wife’s name in passport is - Give Marriage certificate.

Anything else is at the discretiotn on Indian consulate
