Never entered US on my H1b in last 3 yrs. Is it still valid for transfer?

Hi,

I got my H1b visa stamped in 2011. The expiry date was Aug-2013. I never joined the company and did not enter US on this H1B visa. I just wanted to know if my H1b is still valid for transfer. Is it possible for a new company to transfer my H1b without going through the quota process?

U can go for Cap-Exemption. U r Cap-Exempted till 2017. Find an employer who can file a Cap-Exempt petition for U
