Need a suggestion on DS 160 Form filling

Hi All,

Last year one employer filed a H1B petition (my first H1B petition). I was on OPT. However we received an RFE from USCIS. My employer responded back the RFE but the petition was eventually denied. This year my current employer again applied H1B and got approved. I am trying to fill DS 160. I need some advise regarding below question.

“Have you ever been refused a U.S. Visa, or been refused admission to the united states or withdrawn you application for admissions at the port of entry?”

What should I answer for this question?

“Yes” or “No”.

Please help me on this.

it’s an obvious YES as you were eventually denied a Visa else what would you define as denial of visa. Just at consulate by VO? I don’t think so.
