My spouse is planning to come to US on H4, once she goes back her employer wants to raise H1, will there be any impact ?

My spouse is planning to come to US on H4 between June - August 2015, once she goes back her employer wants to raise H1-B in Nov-Dec 2015, will there be any impact ?

The Immigration team states :It is Not recommended to process 2 Non-immigrant visas for the same country. It may impact the H1B New.

Please suggest.

It is not affaected in any way…

H1 and H4 are two independent visa which are not dependent. You can go ahead
