My petition is in the status: Post Decision Activity, so can I reply it again

Hello,

I have applied for H1b Visa and received email notice that my application have approved this I129 PETITION FOR A NONIMMIGRANT WORKER in March 2011 and my consultant has been absconded from that time and could not able to trace him out. So here my question is, can i re-apply with the same petition number (Case) where there would be not required a lottery process. your help is much appreciated.

You can ask any other employer to transfer your H1B and you will fall under cap-exempt.
