I had a petition valid from 2008-2011.it got visa stamped on 2011 september and expired.I didn’t travel to US till now.please suggest me can I come under CAP exempt or not.I want to transfer my H1B petition now.
You were cap-exempted until 2014. If you still want to give it a try, find an employer and ask their attorney.
