Multiple H1Bs with same client letter for H1B Filing Registration ? Duplicate?

Can I file multiple H1Bs with the same client letter through different employers?
Will, there be a problem while withdrawing one of the employers if the two H1B’s are picked. Please help me with this as I am very confused with all the different answers I am getting.
