LCA validay when you are in out of the country it approved

My H1B was expired (Max out) on Apr 17 2013 and i returned to India 2 days before the expiry. My PERM (LCA) was approved when i am in India on May 15 2013. How long the LCA will valid if you are in out of the country when it was approved? do i still eligible to apply I-140?
