I am currently in US and filed extension for my L1B visa and still waiting for response from USCIS. However my wife is in India without dependent visa. Is it possible to apply for her dependent visa while i am waiting to hear on my extension application?

Yes - if your L1B still has 6 plus months on it. If not, then an RFE will be triggered that asks your wife for more evidence on your extension plans.

My visa has expired on May 3rd but i have already filed extension request and have receipt from USCIS. Since request was not filed in premium processing I am still waiting for decision.
Will dependent visa be granted in this situation if she carry copy of receipt with her?
