L1B(3 yrs) to H1B (2 yrs) - First Time Stamping - Jamaica

I worked on L1B till 2011(L1b vis expired in mid 2013) and then moved to different company on H1B. I already booked an Visa appointment for Jamaica on 27th Jan. But someone lately told that Jamaica may doing ONLY renewals but not a L1B to H1B stamping/transfer. Not sure if that is true. But just want to confirm.

Spoke to US Consulate in Jamaica. L1 to H1B First time stamping is fine i.e. Change of status is fine.
