L1 Max out and then moved to H4 EAD , now can I apply for H1B now for 2024

My L1 Visa max out(7 yrs complete in 2023) and now planning to move H4 EAD of my spouse from 2023.
Now can I apply for H1B now for 2024. Do I need to have any cooling period from L1 to H1B transfer. Please suggest. Thank you.
