L1 B renewal from canada, interview waiver

Hi All,
I have my interview for visa renewal is scheduled in Montreal for 15 Jan 2021.
How can I request for interview waiver as per the latest rule? My visa was expired 3 months back.
and if I am not allowed for an interview waiver can I request expedite at the Vancouver location but for the same date range because I have a 6-month-old infant and with current travel restrictions and increased cases, I am concerned for his health.

FYI: I am a current resident of Vancouver, BC

Any lead or experience will be appreciated.

You can’t as it is at the discretion of the CO whether to waive the interview or not.
