Is there % of mark restrictions on 10th standard onwards

Is there any % of mark required for 10th
standard onwards? 10th - 3rd class, plus 2- 3rd class and degree also .
post graduate is in an open university and its affiliated to a reputed university.
Am I eligible to apply H1B visa?

%score or GPA or PG from Open University etc are not matters of concern. Your education should be 10+2+3+1 or 10+2+4 and higher for H-1B.
