An employer must have filed the petition for your husband. That employer will know the receipt number if the petition has been selected in the lottery. So you should follow-up w/ that employer to know the receipt number.
That employer may be your brother or someone your brother knows. Your brother cannot apply for H-1 unless he himself is the employer.
