Is it possible to avoid H1b Lottery?

HI,

I am new to this process and I am not sure how exactly this whole thing works. So basically, because the cap limit is 65000 for undergraduate, so there will be lottery once the cap is met. But does it only apply for people who apply after the cap is met, or even for people who apply early right on April 1st 2014?
