Information on H1B expired petition

My petition is approved in 2015 and this is approved for 1 year i.e. till Dec 2016. I went for visa stamping from Company A and which is valid till Dec 2016.

Now both my petition and visa got expired (Not travel to US any time before expiration of Visa).

In this case can I transfer my H1B to other employer and again if I go to visa stamping can i get visa stamped or do I face any issues to get visa stamped.

Can you please help me on this?

Yes, you can transfer and get it stamped. You wont go under lottery too.
