If docs asked in RFE cannot be produced leading to H1 B application getting denied, then will fees paid towards it be refunded to the employee or wasted?

I got 221G, after few weeks of interview they asked my passport. I thought it’s approved but few dates after they returned my passport and put it administration process. I feel it’s because Trump effects. If at all my H1B visa denied, will my employer get back the H1 fee.
