I539 Change of Status mailing Address

I am applying for a COS from H4 to F1 and wanted to know what is the address I should be using to mail my documents ? This linkhttps://www.uscis.gov/i-539-addresses has information which says that if my spouse’s i797 starts with WAC i should send to Phoneix otherwise I should be sending to TX.

I am unsure if I qualify for Phoneix based on the WAC i797 my husband has or am I missing something? Can anyone please advice whats the best way to know which is the correct address to send to?

Why are you unsure ? What makes you think it is not correct ?
It is very clear on that page. Check the receipt number of your Spouse, if it starts with WAC, then it is Phoenix.
