Yes, two employers can file two seperate petitions for you. And that will increase your chances in the lottery, yes. If both are approved, you have to choose one with whom you will work with and the other petition may be revoked.
You don’t need to inform both employers, but you will have explaining to do (and probably pay) when you ditch one of them finally.
Consulate will assess the petition that you bring for stamping. It will not bother how many petitions you had filed for you.
What you should really be worried is how genuine these consultancies are and the kind of projects they can find for you.
