I have a approved H1B receipt number but dont have petition copy. Can any new employer apply for h1b tranfer with approved receipt number WAC13-XXX-XX ?

However, currently I am in US through L2 visa & applied EAD. I wanted to know if any new employer can transfer my existing H1B through receipt number to new one?

Please advise in details.

Do you know if your H-1 was approved w/ COS or w/o COS? As you are inside US, it may have been applied and approved w/ COS. In this case, you will have to stop working on L-2 and start working on H-1.

The new employer can file a cap-exempt petition for you using just the receipt number.
