how to transfer a new h1b with out paystubs or any employment proof

I have taken a new h1b visa which is valid from 2013 Oct.But my employer failed to provide me a job also he is not providing any paystubs or salary.I got a job through another employer .but can i transfer my visa w/o paystubs?My employer forced me to take long leave too.

U can Transfer or Can File a Cap-Exempt petition.

I have checked this with the new employer,he said w/o paystub its not possible to transfer my visa.Please suggest me on this
