Have you ever been refused a U.S. Visa?

I need to fill the following question on DS-160 form, my suituation is like this. i went to H1b visa stamping 2 years before and got 221(g) pink slip (they took my passport), but the case took long time and my petition was expired, so i mailed embassy to withdraw my case and return my passport. The question is should i need to consider this as a refusal. Please help me to answer the below question.

my suggestion would be to answer YES in above question . I had almost same situation . I filed extension got RFE …I came back to india …withdraw my application …next year fresh H1 B …got it stamped also …in DS 160 --I answered Yes …But I have a feeling …that Doesnt matter much …They have all details in their system and VO may /may not ask about this … But try to put a honest answer whenever asked and then you can explain your situation …
