Hi
My husband has I-140 approved but has not completed his 6 years on his H1.

My question is will I be able to apply for H4 EAD before he completes his 6 years.

Yes. Dependent can apply for H4 EAD, when H1B holder has approved I-140, irrespective of number of years spent in H1B.
