H4 to H1B COS issue

My wife is on H4 and planning for H1B filing this year but she is not ready to start work immediately after H1B gets approved.

  1. Can she be on H4 even after her H1B gets approved in sept/oct 2016 and apply for COS to H1B next year. Also what if she travels to INDIA after H1B gets approved.

  2. I was told that she needs to travel to INDIA to get her H1B stamped if she apply for COS from H4 to H1B.

any other ways/suggestions are appreciated.

  1. If H-1 is applied w/ consular processing (i.e. w/o COS), she can continue on H-4 even after H-1 approval

  2. She will have two options - enter US on stamped H-1 visa, or file COS on approved petition
