H4 to H1B conversion having expired h1b visa

i have valid H1b visa till Sep2013.As of now i dont have chance to go to USA before Sep30th.

i am planning to go to usa on H4 visa in Nov.Is it possible to convert from H4 to H1B?

Will i come under 2014 quota once again?

When you are in US, you can file COS from H-4 to H-1. You don’t need to go through the cap again as you are cap-exempted based on your previously approved petition.
