H4 to F-1 conversion

Hi,

My wife is currently on H-4 and her current stamping expired on 07/29/2016, but our extension is approved till July 2019. She is planning to travel to India in December and convert from H-4 to F-1. If her F-1 stamping is rejected will she be eligible for drop-box for her H-4 stamping or will she need to attend visa interview.

If F-1 is denied, then she would not be eligible for H-4 dropbox. One of the requirements for dropbox is "I have no refusals for a visa in any class after my most recent visa issuance”, and her F-1 denial would be against that requirement.
