H1b Withdrawal process from employer

Hi

My H1B visa got stamped, and the employer informed that they dont have postion in their company and they are withdrawing the offer and also they are informing to immigration services for withdrawal of H1B.

If the H1B visa got withdrawn, can I transfer the H1B to another company (If I get a job). Basically I want to know the H1B is valid for applying other jobs in US. My employer had paid the processing fees for the petition.

Another cap-exempt petition can be filed even after the employer withdraws the approved petition. You need to have the approval copy or know at least the receipt number for this.
