H1B visa revoked. will I be counted in Cap-Exempt?

Hello,

am currently in India.Last year December, my h1 visa got approved and stamped., but I could not travel to USA , and also didn’t join that company. so the company revoked my H1 petition.Can any other employer file a H1 visa considering last year’s H1b quota?
