H1b transfer revoked after approval, Can I file new petition with same employer?

My H1B 2nd extension was approved in December 2018 but on March 12 they revoked my H1B after sending NOIR in February. I also have i140 approved. My employer wants to file MTR(Motion to Reopen). Does that help? Can my employer file new petition based on my approved i140? If so do I have to go thru April 2019 lottery?

Without knowing he details of NOIR and final REVOKE notices, its hard to tell if MTR works or not.
