H1B transfer Eligibility for approved petition from financial year 2014

Me and my many friends have been following you for your posts and advise.
I have an urgent query for you-
My H1B got approved and got done with stamping in India for the current financial year.

Due to some reasons, my current employer revoked the petition.
I have still not travelled on my H1B visa
A new employer is willing to file for my H1B, but he says, they will have to wait for next year, and also this approved petition belongs to my Ex-employer, and is of no use to them.

Am really confused, as have been thru your blog, and it says, if I have never travelled on my H1B, my status is not is question, and my approved petition is valid for any new employer, with out providing any supporting docs of my pay-stubs, except for I797, which I have with me.

please help me, with an official reference, which I can provide to my new employer and he can initiate the filing of my petition for cap-exempt filing.
